EIA for new Russian Baltic Sea port 

COWI conducts a full EIA for a new, large container terminal 30 km west of St. Petersburg. The EIA is conducted according to international environmental standards (EBRD).

The container terminal

The terminal is situated in the Neva Bay, inside the great flood barrier. It will have a 1 km container quay. The further transport of the containers will be handled by railroad and trucks.

The terminal will handle 1.000.000 TEU annually, which will make it one of Russia's largest and most important import terminals for container transport.

EIA focal points

The main environmental interests are connected to fish and fisheries as well as to migratory birds.

The location close to a city implies a potential impact on residents and historic buildings. However, it will also increase employment, tax revenue and general welfare in a region that until now took no part in the development like e.g. St. Petersburg.

In particular, the EIA focuses on:

  • Pre-construction clearance of war debris (unexploded ordnances)
  • Sediment spill in the port area (dredging for port basin, turning basin and approach channel and reclamation for terminal)
  • Sediment spill at offshore dumpsite and sand borrow
  • Noise emission during construction

The EIA work is carried out in co-operation with an international investor, the European Bank for Re-construction and Development (EBRD), the Russian development company, and a consortium of international contractors.
