New waste-to-energy plant in Dublin 

During the period 2001-2005 COWI has been engaged in the planning and development of a thermal treatment plant for the City of Dublin. The plant is expected to commence operation in 2010.

Between 500,000 and 550,000 tonnes of municipal solid waste will be treated annually in the plant and the energy content in the waste be used to generate electricity and produce district heating. The plant will be located on the Poolbeg Peninsula in the Dublin Port area.

Dublin City Council has selected the service provider for the plant, which will be established in a so-called Public Private Partnership (PPP). Under the PPP Agreement, the private service provider will be responsible for plant design, securing of all permits, engineering and construction, financing and the subsequent long-term operation.

The private partner will work in a team with Dublin City Council and provide waste treatment service to the City for a 25-year period. - Project planning is under way.

Client's Representative

The joint venture between RPS Consulting Engineers in Dublin and COWI A/S, Denmark is acting as the Client's Representative and provides all consultancy services with the support of McCann FitzGerald, Dublin, EC Harris, Manchester, UK, and PricewaterhouseCoopers, Dublin as sub-consultants.

Technology

An initial task was to identify and assess the technologies and service providers available in the market and to recommend the most suitable solution. The scope of work for the Client's Representative also included:

  • Analysis of project basis
  • Development of a Public Involvement process including Community Interest Groups
  • Establishment of the basis for the PPP cooperation
  • Preparation of tender material
  • Contract negotiations
  • Implementation of project control during the design phase
  • Representation of Dublin City Council during construction and commissioning
  • Preparation of final report including project costs and time schedule.
