The millennium development goals challenge the world to halve poverty by 2015. COWI’s multidisciplinary staff and long-standing experience offers innovative approaches to poverty issues.

COWI’s holistic approach to poverty reduction

COWI has experience of working with governments, public and private agencies, civil society organisations and NGOs at local, regional and national levels. We offer valuable insights into country-driven and partnership-based poverty reduction processes. Lessons learnt from COWI’s wide-ranging assignments have provided new insights into poverty reduction, and studies of crosscutting issues like governance, gender, and environment have strengthened our understanding of effective ways to address poverty.

Poverty reduction, budget support and results-based monitoring

Newly designed instruments support the Heavily Indebted Poor Countries initiative in the fight against poverty. These initiatives include Poverty Reduction Strategy Papers (PRSP), budget support and result-based monitoring (RBM). COWI offers services in these new capacities:
  • Macro-economic frameworks for national poverty reduction strategy (PRSP) formulation,
  • Formulation and monitoring of budget support programmes with a poverty focus
  • Results-based monitoring and evaluation systems
  • Increasing applications of Public Expenditure Management (PEM) instruments
  • Gender analyses, stakeholder analysis, social and beneficiary assessments, qualitative and participatory approaches.
  • Multi-dimensional poverty mapping and poverty impact assessment.
