Public sector reform 

Increased used of budget support for poverty reduction requires a well-performing public sector. COWI works to strengthen public sector organisations and systems for efficient service delivery.
In order to support the Millennium Development Goals, and contribute to poverty reduction strategies, COWI offers services to enable a stronger poverty focus in the public sector. We work with government institutions to provide technical advice on policy coherence and mainstreaming in support of restructuring and decentralisation. 
 

Decentralisation and institutional capacity building

As the role of government departments change from service provision to service enablers, there is a need for reform of the way in which the public sector works. Key challenges exist in the organisation of central and sectoral ministries, and in the division of labour between public and private sectors. In support of decentralisation initiatives, COWI offers services of institutional analysis, organisational development and capacity building, and strengthens privatisation by offering services related to public-private partnerships, and public-private-community partnerships.


Public expenditure patterns

An enhanced poverty focus for the public sector demands the urgent restructuring of public expenditure. COWI provides advisory services and review of public sector expenditure, including the review of the public sector pay structure. We offer services in strengthening financial management, as well as policy, legal and economic analyses for sector ministries.
