Public authorities at all levels acknowledge that evaluation and monitoring are essential management tools in their efforts to achieve clearly defined goals and in their accountability towards the public.

Customers

COWI is among the most experienced of Danish consultancy companies in the field of evaluation. Every year we conduct 20-25 evaluations for government agencies, regional and municipal authorities, bilateral and multilateral donor agencies and private organisations.

Professional credibility

Our evaluations combine professional credibility with practical, applicable conclusions and recommendations. A main concern for us is to ensure that the results of the evaluation are clearly presented and defined, and ready for future implementation.

Management tool

Primarily we see evaluation as a tool which enables the optimal utilisation of resources, including public funds. By measuring the effect of a specific initiative, relating the effects to the resource use and then comparing the initiative with similar ones, our evaluations contribute to improvements in public service delivery.

We believe that evaluations are not just lists of results achieved, but very much tools which can create change.
