The offshore wind farm is located north of Horns rev in a shallow area in the eastern north sea, about 20-30 km northwest of Blåvands Huk, in the Danish part of the north sea. The Horns rev 3 pre-investigation area is approximately 160 km² of which approximately 80 km² is going to be used for the 400 MW wind farm.

Substations and export cable to shore are owned and installed by energinet.dk, while the acutal wind farm developer has not yet been assigned by the Danish engery agency. COWI undertook the structural, electrical and mechanical design of the 400 MW transformer platform, Horns rev C.
