Formulation of an education sector programme, Benin
COWI assisted Danida in formulating a 5-year sector programme to support primary education, vocational training as well as inclusion of disabled children in the educational system in Benin.
Danida decided to spend 13% of its bilateral assistance to Benin within the educational sector. The overall objective of the assistance was to fight poverty and unemployment through strengthening of the human capital. The increased focus on education was reflected in the national Poverty Reduction Strategy Paper.
Guiding and coordinating
COWI assisted Danida in both identification and formulation phases from November 2004 to July 2005. The main task consisted in guiding the formulation process of a Sector Programme Support Document including three programme components (Primary Education, and Vocational Education). COWI also ensured the coordination and quality assurance of the work of the two component formulation teams.
