Utility owner register (LER) 

COWI has developed a nationwide utility owner register (LER) and will for a period of 4 years run the LER secretariat that services the utility owners and those carrying out the digging work.
Denmark has got its first nationwide utility owner register (LER) for registration of the owners of the underground utility lines. The purpose of the register is to prevent unneccessary damages to utility networks. 

A register of utility owners

LER is not a register of utility lines in the Danish underground, but a register of the persons and companies owning the utility lines. In 2005, the Danish utility owners registered their areas of interest in LER, i.e. the areas with utility lines. Subsequently, the register is updated on a continuous basis.

Mandatory to contact LER before digging

When LER was established, it became mandatory to contact the register for information of ownership of utility lines before starting a digging work in public road areas or in private common roads. The LER secretariat can then inform who owns which utility lines in a certain area.

Development of the solution

COWI's GIS developers have created the Internet application that is based on the Microsoft .NET technology. The GIS part is developed on the GeoMedia platform from Intergraph.
