Mapping and analysis of the Swedish energy market 

The project included:

• Mapping and description of the energy market including power, natural gas and district heating. The description comprised ownership relations between market actors in Sweden and Europe;
• Development of the functionality of the markets in relation to the ongoing liberalisation of the Swedish market and the consequences for the consumers;
• Functionality and concentration and the need for new regulatory instruments, including an assessment of "the Governmental Energy Authorities" present and future role in the energy sector.

COWIs services further comprised a study of the energy sector regulation within electricity, district heating and natural gas markets in Denmark, Norway, Finland, Germany and England.

The methodology included comprehensive interviews with Swedish stakeholders from industry, organisations and NGO's.
