Regulation and restructuring of energy companies 

Under the Regional Energy Project within the Framework of MEDA, this study assisted a number of the non-EU countries in the Mediterranean region in progressing towards the establishment of a free-trade area in the region around 2010. A number of barriers relating to regulation and structure of the energy sector have been removed.

The work of the consortium, of which COWI is a member, falls in three categories:

  • Modernising the legal, institutional and regulatory energy sector framework of the participating countries, in line with international best practice, taking into account reform trends within the EU;
  • Increasing the efficiency and competition in electricity, gas and oil;
  • Training of officials from energy authorities and companies.

COWI has been involved in missions to Egypt, Syria and Jordan with a view to identifying training needs and analysing the energy sector framework.

The services comprise definition of the need for training of staff and management of the oil, natural gas companies, power companies, energy ministries and regulators.

COWI has been carrying out training sessions in the field of electricity and gas sector regulation, especially regulatory accounting and responsibilities for network operators at the unbundling of electricity sector activities, thus conveying experience made in EU countries.
