Transmission cable between Norway and the Netherlands

In cooperation with another Danish consulting company, RAM-løse edb, COWI has performed consultancy assistance to the Norwegian Ministry of Petroleum and Energy in connection with the evaluation of the socio-economic consequences of establishing a 600 MW cable between Norway and the Netherlands.

The consequences of establishing the cable are evaluated by analysing the Nordic power system in interconnection with the Continent. A number of model simulations in which the cable is included were compared to a number of reference situations without the cable.

The model simulations were carried out by the Balmorel model and focused on:

  • How the cable will be used, both in normal years and in wet and dry years, i.e. years with low and high amount of hydro-power, respectively;
  • How the cable will influence electricity prices in Norway;
  • The socio-economic benefit of the cable and how this benefit is distributed on different economic groups, i.e. power producers, electricity consumers and transmission system operators.
