The main objective of the project was to develop a waste management system, which meets the stipulated performance standards and requirements in an economically and environmentally sustainable manner, and minimises the overall adverse impact on the environment.The project comprised three components:
The waste management strategy component began with a diagnostic study on the existing solid waste management situation in Kiev.The work continued with stakeholder discussions of strategic objectives/targets and possible development scenarios. The scenarios were evaluated from a technical, financial, environmental and social point of view. Following further stakeholder consultations, a waste management strategy for the city of Kiev was prepared.
The landfill component began with preparation of a status report with problem diagnosis and analysis of the existing landfill in Kiev. The findings formed the base for preparation of a landfill rehabilitation and development plan.Leachate management and landfill gas management plans were prepared for the existing landfill and a closed landfill. Existing environmental monitoring programmes were optimised for the two landfills. A weighbridge and a computerised waste data registration system were procured and installed at the existing landfill.
The source separation and recycling component aimed at studying and demonstrating three different approaches and systems for source separation of household waste. These systems were tested for six months in three different housing areas, which represented different kinds of urban settlements.The project was planned based on a public opinion survey carried out in the target areas. Residents were also informed/educated through posters, leaflets and public meetings.To facilitate the project, new containers for source separation of different waste fractions were purchased.Surveys carried out during the project revealed a good participation in all three test areas. The results pointed at the rationale of including source separation of household waste as one component in the waste management strategy.
The different project activities were carried out in close co-operation between staff from the Kiev City State Administration Waste Department, local stakeholders, Danish consultants and local consultants.Capacity building and technology transfer to the newly established waste department at the Kiev City State Administration were important aspects of the project. Study tours were made to Copenhagen and Dublin with a view to familiarise stakeholders with waste management systems and facilities in other cities.
