Furthermore, Energi Viborg asked COWI to prepare an investment estimate for the installation of the physical net in the form of active and passive network equipment and the provision of content to be delivered to each user. The estimate was elaborated in the spring of 2004.
On behalf of Energi Viborg, COWI has elaborated a business plan as a decision basis for the implementation of fibre-based broadband network in the Municipality of Viborg. Energi Viborg views the broad-band services as a natural part of the company's supply of services but it is imperative that the business area can be developed on commercial terms. Therefore, it is decisive that the project's profitability is well-documented and the plan for implementation and operation well-written. Energi Viborg's long-term goals on fibre-based broadband are to roll out, operate and maintain a broadband network in Energi Viborg's entire distribution area within a period of maximum 10 to 12 years.The project was initiated at the end of 2003 and the final business plan elaborated by COWI was handed over and approved mid 2004.
The implementation of the FttH in Energi Viborg's distribution area started in the summer of 2004 after adoption of the business plan. COWI is in charge of project management and responsible for planning, procurement, contracting, supervision and test for all the phases of the project.
The tender material concerning the central station including content provision and "Active equipment in the distribution network" has been elaborated based on the business plan. The tenders are evaluated and the contract elaborated after contract negotiations. Supervision during the implementation phase is carried out as part of the contract. Further, COWI participates in tests, commissioning and final handing-over procedures.
The planning of the fibre network is carried out in parallel with the above. Furthermore, tender material has been elaborated for excavation of cable ducts, carrying out of controlled under-drillings for cable pipes, laying and assembling of cable and micro pipes, establishment of cable connections to homes and cable drawing pits. The earthworks contract is divided into 12 sub-contracts. COWI carries out the detailed project for cable layout, pipes and micro pipes and provides necessary GIS and fibre documentation for the earthworks contractor.
Furthermore, tender material is elaborated for the passive network with blowing of fibres, set-up of optical distribution frames, core station and sub-stations, implementation of splice collars, splices in cable drawing pits and completion at the end-user premises.The tenders are elaborated based on the network planning which ensures an optimization from the chosen equipment and the geographical conditions in relation to the end users.Tender material is elaborated for the purchase of cable pipes, multi pipes with ancillary fittings and for micro fibre cable for cable blowing and micro pipes.
COWI is in charge of planning, preparation and coordination of the documentation system with the GIS network system, GPS-data input, random check control and validation of data. A license for Bentley fibre software has been purchased.COWI is in charge of the supervision during the carrying out of the works which is further controlled via test prior to the handing-over.
The works will be carried out in four phases with one phase in each of the years 2005, 2006, 2007 and 2008. The contract will take the development in the period into consideration with regard to technique and price.
