Harmonisation, alignment, and a renewed focus on capacity building based on ownership and partnership, are the focal point of the aid agenda, in order to achieve the Millennium Development Goals.
Harmonisation and alignment
To reduce transaction costs and improve aid effectiveness, COWI supports donors in harmonisation of donor procedures. This work is done in close collaboration with partner countries in order to align with their policies and procedures. COWI's services cover all aid modalities, such as budget support, Sector Wide Approaches (SWAp), basket funding, programmes, and projects. COWI works within a range of national planning frameworks, including Poverty Reduction Strategy Papers (PRSP) and Medium Term Expenditure Frameworks (MTEF).
Capacity building for ownership
COWI recognises capacity as a vital element in the process of the countries taking ownership of the development process. Strengthening of planning and management systems is important to consolidate national ownership. COWI supports capacity development in cross-cutting and sector specific fields based on assessments of incentives at political, organisational, and individual level.
Monitoring and managing for results
COWI supports clients in developing monitoring systems for measuring results and promoting accountability. This is essential in order to establish partnerships built on trust and focused on real achievements. COWI's services cover national monitoring systems, indicators, and measuring instruments as well as surveys and evaluations.
