Democratisation 

Many countries struggle to obtain a foothold for democracy. To achieve this, parliaments and legal services must be strengthened in order to control the executive arm of government, typically embodied in a strong presidency.

Parliamentary and judicial services

COWI has over the last decade gained strong references in strengthening democratic institutions at national, regional and local levels i.a. through decentralisation, as well as in promoting the rule of law. 
  

Parliamentary experiences

Several of COWI's in-house specialists within public sector management have experience from elected offices as well as in project management.

In addition, COWI has an international network in the field of democratisation that supplements our own experience with regional experience, ensuring the most relevant solutions for the country in question. This also enables us to deliver complex and combined consultancy services covering management, organisation and subjects particularly relevant to politically elected bodies. Bersides national parliaments, this includes regional, city and local councils.

Our experience is gained from Eastern Europe, Caucasus, Asia and Africa.

Organisation and policy formulation

Our services comprise organisational analyses, change-processes, the strengthening of support functions such as parliamentary secretariats, information systems for MPs and councellors, support of legislative processes, training of politicians elected by popular vote in democratic rules of the game, the separation of powers between the executive, legislative and judicial branches of government and many other areas.
