COWI offers strategic and operational advice on public-private partnerships (PPP). Our core expertise is integration of economic, technical and administrative perspectives on PPP.
PPP is a procurement method. It integrates financing, design, construction and operation in one process. The method is employed in several countries and virtually every public service sector.

COWI advises public authorities on the preparation and management of PPP strategies for geographical areas and service sectors. Our counselling comprises advice on the pros and cons of different approaches to PPP and leads to concrete method descriptions and tools.

The concrete results can be standard documents, financial models, guidelines and political proposals aiming at meeting financial, judicial and organisational challenges.

Financial sources

Integration of various financial sources - public bodies, banks and international institutions - is often a core issue in PPP strategies. COWI has specialised in handling this challenge.
