South Korea has set some of Asia’s most ambitious offshore wind targets to drive its energy transition, industrial growth, and energy security. Despite strong government support, reducing early-stage risks in the development phase will be a key enabler for large-scale build-out.
The Danish Energy Agency and the Ministry of Foreign Affairs of Denmark have published a new in‑depth report that COWI delivered together with Jumbo. The report provides a full risk assessment of Korea’s offshore wind sector and compares tender frameworks from leading markets such as Denmark, the UK, Japan and Taiwan:

Across global markets, we see similar challenges: unclear frameworks, overlapping authorities and step‑by‑step permitting processes continue to delay projects and increase early-stage costs.
COWI has been part of the offshore wind journey since the very beginning and it is clear that Korea’s offshore wind sector stands at a pivotal moment. Our analysis outline measurements to provide a pathway to a more predictable, transparent, and widely accepted framework for offshore wind development.
If well implemented, this can establish an even more investor-friendly environment that can accelerate Korea’s position in the global offshore wind market - ultimately supporting the national agenda of ensuring affordable renewable energy while stimulating the local economy.
