Evaluation for the EU Commission

The EU Commission's activities are regularly evaluated to ensure transparency and accountability in the allocation and spending of EU funds.

Every year, the EU budget amounts to several billion Euro, of which the majority is strategically redistributed among the member states as agricultural subsidiaries and project financing.

Wide range of EU tenders


Annually, the EU Commission and the EU agencies invite tenders for a large number of evaluations covering most sectors.

The evaluations vary according to type, scale and budget, and are based on guidelines on evaluation standards developed by the Commission.

Multidisciplinary evaluation
COWI carries out numerous evaluations for the EU Commission and its agencies, including impact assessments, ex-ante, mid-term and ex-post evaluations.

The evaluation of LIFE - EU's environment and nature conservation programme - is an example of a comprehensive ex-post evaluation conducted by COWI. This project combined advanced evaluation techniques and economic competences with in-house biological competences.

Organisational analyses
COWI also carries out organisational analyses for the Commission and its agencies.

For instance, we have evaluated the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (FRONTEX), the European Maritime Safety Agency (EMSA) and the Education, Audiovisual and Culture Executive Agency (EACEA).
