To facilitate reservoir drawdown during emergencies and allow partial or full dewatering of the reservoir at Catskill Watershed dams, COWI provided structural and geotechnical engineering design services and services during construction for the reconstruction of dams and associated facilities, including the installation of a Low Level Outlet Tunnel at Gilboa Dam.
